The Tool specifically helps assess the various sectoral aspects as well as the proposed strategies within city-wide plans. The PAT is so designed to help city governments, ministries, consultants, and planning professionals assess current, existing, or under-development city-scale plans in the developing world. The assessment provides a good starting point for developing future plans taking forward the vision highlighted in it without restarting the whole process through the identification of strengths to build upon and gaps to be further investigated. Urban enthusiasts with a basic knowledge of city functions can also use this tool for a rapid assessment of their city’s plan without advanced technical know-how. The Tool is most suitable for small- to medium-sized cities where a single plan can cover all topics as well as geographic areas.
