Purpose of Call for Proposal:
UN-Habitat’s Somalia Programme with the funding of the European Union, in cooperation with the Berbera Municipal Authority, Somaliland is launching a call for proposals (CFP) to seek partnership in the implementation of Berbera Urban Development Project: Improving waste management systems in Somalia. The Project requires the services of a Implementing Partner, Solid Waste Management with extensive and successful experience in the design, construction, operation and maintenance of Fukuoka method semi-aerobic sanitary landfills, to close the Berbera Municipal Authority dumpsite and design and prepare Bills of Quantities (BOQs) for the new sanitary landfill using the Fukuoka method.
The proposal must demonstrate how the Implementing Partner will contribute to the below outcomes; namely:
- Designs and list of required goods and services (which will supplement the BOQs) for rehabilitation, improvement and future closure of existing dumpsite prepared.
- Quality (in compliance with internationally accepted environmental standards) rehabilitation, improvement, and closure of existing dumpsite.
- Designs and list of required goods and services (which will supplement the BOQs, and Tender documents) for construction of new Fukuoka method semi-aerobic sanitary landfill prepared; and
- Train selected Berbera Municipal Authority staff in key aspects of construction, operations, and maintenance of semi-aerobic sanitary landfills and the Fukuoka method.
- The Implementing Partner shall assist in preparing and presenting the results of the project activity at a colloquium on strengthening waste management in secondary towns in Eastern Africa.

Brief Background of the Project
The United Nations Human Settlements Programme (UN-Habitat), is the agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. UN-Habitat helps the urban poor by transforming cities into safer, healthier, greener places with better opportunities where everyone can live with dignity. It works with organizations at every level, including all spheres of government, civil society, and the private sector to help build, manage, plan and finance sustainable urban development. As part of its mandate, the UN-Habitat implements various normative interventions for sustainable urbanization in Somaliland.
The Berbera Urban Development Project, which focuses on sustainable and economically gainful waste management, employment creation, minimized waste generation, innovative and appropriate use of existing resources, reuse of materials, and awareness raising on the concepts of well-managed growth through a more circular approach to economic development, is one such initiative. The overall objective of the project is to contribute to inclusive and sustainable urban development and economic growth in Berbera through improved waste management infrastructure and services. The intervention aims at bridging the gap between the urban poor and the local government, by strengthening inclusive governance, enabling the provision of improved services and creating related employment in Berbera.
While there are on-going responses to improve solid waste management, namely: providing critical infrastructure such as availing land for landfills, provision of waste collection services, and hiring of staff in municipalities, these are inadequate. The sustainability of these interventions remains a challenge. Berbera city, although a secondary city in Somaliland has a considerable urban population, significant population growth, and a large proportion of the population most at risk from the effects of current unsustainable waste management, as lives, assets of urban dwellers; environmental quality and future prosperity are threatened by the increasing risk of pollution.
With the current urbanization rates and approaches to urban management in Somaliland, the secondary cities such as Berbera are increasingly susceptible to complex public health hazards. The failure to plan for sustainable waste management in Somaliland’s secondary cities has resulted in an acute shortage of land for landfills and proliferation of dumpsites. Moreover, the technological choices that take into consideration the technical and economic capacity of the municipalities for sustainable operations are also critical challenges in waste management. The secondary cities in Somaliland also suffer lack of appropriate and low-cost technologies, equipment, and appropriately trained technical staff.
It is in the context of the above-mentioned waste management situation in the secondary cities in Somaliland that UN-Habitat, with funding of the European Union, and in partnership with the Berbera Municipal Authority are collaborating to improve waste management and harness the circular economy in Berbera City.
What are we looking for?
In this call for proposals, UN-Habitat is looking for implementing partnerships non-profit organisations that can improve solid waste management in Berbera City. To fulfil the above purpose, the following objectives are expected to guide the Implementing Partner.
- Designs and list of required goods and services (which will supplement the BOQs) for rehabilitation, improvement and future closure of existing dumpsite prepared.
- Design and prepare detailed list of required goods and services (which will supplement the Bills of Quantities) to support the identification of a contractor for rehabilitation, improvement, and future closure of the existing dumpsite in Berbera city.
- In accordance to internationally established standards and Fukuoka method, provide training for Berbera city municipality staff for the future closure of the existing dumpsite in Berbera city.
- Design and prepare detailed list of required goods and services (which will supplement the Bills of Quantities and Tender documents) for identifying and international contractor to construct the new Fukuoka method semi-aerobic sanitary landfill in Berbera city.
- Train select staff of the Berbera Municipal Authority in key aspects of construction, operations, and maintenance of semi-aerobic sanitary landfills and the Fukuoka method.
Scope of Work
1) Delivery and Performance
- Develop, complete and update implementation plans.
- Manage the production of required outputs, taking responsibility for overall progress and use of resources and initiating corrective action where necessary.
- Ensure that quality of work packages and deliverable complies with the implementation plan.
- Monitor project progress ensuring that works are being executed properly.
- Identify and anticipate in a timely manner, potential risks and issues and advise mitigating measures.
2) Knowledge Management and Innovation
- Conduct a solid waste management capacity needs assessment related to dumpsite closure, design and construction of semi-aerobic sanitary landfills based on the Fukuoka method, operations and maintenance of a semi-aerobic sanitary landfill, and operations of municipal solid waste management systems.
- Deliver specific routine training to the Berbera Municipal Authority staff on issues identified in the solid waste management capacity assessment.
- Conduct workshop for Somaliland and Ethiopia to share experiences, lessons learned and best practices.
3) Deliverables
The Implementing Partner will be expected to submit the following deliverables:
- Inception report for implementation
- Detailed designs and list of required goods and services (which will supplement the Bills of Quantities) for rehabilitation, improvement, and future closure of existing dumpsites in Berbera city
- Detailed designs and list of required goods and services (which will supplement the Bills of Quantities) for the new semi-aerobic sanitary landfill in Berbera city
- List of required goods and services which will supplement the tender documents for identifying international contractor for constructing Fukuoka method semi-aerobic sanitary landfill in Berbera city
- Report of training Berbera Municipal Authority staff on maintenance of landfill
- Phase-out plan from using existing dumpsite being closed in Berbera city
- Phase-in plan for using the new semi-aerobic sanitary landfill in Berbera city
United Nations Partner Portal (UNPP)
The UN Secretariat has recently joined the UN Partner Portal (UNPP) on 31 August 2021. UNPP is the result of collaboration among UN Organizations and connects civil society partners and UN agencies. The portal was launched in January 2019 and is currently utilized by a growing number of UN Common System Organizations (UNHCR, UNICEF, UNFPA, WFP) to support partnership opportunities and facilitates a more efficient, harmonized and streamlined interaction between UN Organizations and their civil society partners, thereby eliminating duplicative efforts. By registering on the portal, partners create an online profile which lets UN agencies know about your work and how you can be contacted. It also allows partners to explore partnership opportunities issued by UNFPA, UNHCR, UNICEF, and WFP.
Going forward, all international and national non-governmental organizations that wish to be considered for partnership opportunities with the Secretariat will need to register and create a profile on the UN Partner Portal. Following a verification of the profile information, partners will be eligible to apply to partnership opportunities with the UN Secretariat as well as all other participating UN Organizations.

Evaluation of Proposals:
A two-stage procedure will be utilized in evaluating the proposals, with evaluation of the Technical Proposal (comprising of technical capacity, financial and administrative management capacity and technical proposal) being completed prior to any Financial Proposal being opened and compared.
Applicant’s submission of technical proposal and accompanying documents submitted in template Annex B and financial proposal in Annex C will be evaluated using the below criteria.
