The purpose of the Call for Expression of Interest is to solicit interest from existing or prospective Implementing Partners that wish to participate in UN-Habitat operation and contribute complementary resources (human resources, knowledge, funds, in-kind contributions, supplies and/or equipment) to achieving common objectives as outlined below and subsequently agreed in an Agreement of Cooperation

Brief Background of the Project

UN-Habitat Ethiopia is supporting integration of displaced communities in Somali Region Ethiopia by working with the Government, humanitarian and development partners in delivering durable solutions for internally displaced people who wish to relocate, return to locations of displacement, or locally integrate in locations where they currently reside. In this study, UN-Habitat is analysing the likelihood of local integration highlighting opportunities for investment in the transformation of the IDPs settlement into a permanent setting. The national policy context and local customary practice regarding land should drive not only security of tenure for displaced families, but also promote investment on physical development to ensure the settlement`s sustainability. The partner sought will provide expert advisory and recommendations based on legal context and customary practice in Somali Region of Ethiopia working together with UN-Habitat Ethiopia and the Global Land Tool Network (GLTN).
Main activities and outputs
The Implementing Partner will be undertaking main activities as follows (but not limited to):
- Develop assessment of federal and regional land policies and customary practices
- Formulate possible land tenure arrangements that facilitate investment in physical development
- Develop a recommendation paper presenting possible land tenure arrangements that facilitate investment in physical development for publication
- Attend knowledge sharing events and present the study developed as requested.

Due to the measures imposed to restrict the spread of Covid19, engagement with an organization located in Somali Region is preferred to facilitate cooperation with the Regional Government and local stakeholders.
Due to measures imposed to restrict the spread of Covid19, stakeholder consultation for the purpose of the study may be held in person complying to the WHO physical distancing advisory and other preventive measures, or over the phone subject to the arrangements by the implementation partner.
