BACKGROUND

Internal and international migration movements in the greater Mediterranean region have a direct and long-lasting impact on the development of urban areas in the region, as these are often the actual destinations of migrant populations. In order to maximise the social and economic development potential of these migrant populations cities need effective migration governance capacities, particularly in view of the provision of access to human rights and urban services.

In this context, the Mediterranean City-to-City Migration Project (MC2CM) aims at contributing to improved migration governance at city level in a network of cities in Europe and in the Southern Mediterranean region. The project is implemented by a consortium led by the International Centre for Migration Policy Development (ICMPD) in partnership with the United Cities and Local Governments Network (UCLG) and the United Nations Human Settlements Programme (UN-HABITAT). In Phase 1 of the project, the city network was composed of the cities: Amman, Beirut, Lisbon, Lyon, Madrid, Tangiers, Turin, Tunis and Vienna. Going into Phase 2, the city network has been expanded to include 11 more cities, including:

  • Casablanca
  • Oujda
  • Rabat
  • Sousse
  • Sfax

DELIVERABLES

The consultant, in collaboration with the UN-Habitat Housing Unit leader and the project manager, henceforth “project team” will be responsible for the following tasks:

Draft a City Migration Profile and City Priority Paper. The work will be done under the supervision of the project team, in collaboration with the city’s stakeholder group (CSG), and the municipality focal point, henceforth Focal Point.  

Output 1.

City Migration Profile on City (selected out of the following: Casablanca, Oujda, Rabat, Sousse, Sfax) (length of profile: approximately 35 pages + an Executive summary of 4 pages) based on the City Migration Profile Outline developed by UN-Habitat.

Output 2:

City Priority Paper on City (same selection as above) x (length of paper: approximately 5 pages + an Executive summary of 0.5 pages).

RESPONSIBILITIES:

The following will be the responsibilities of the selected candidate:

  • Draft the aforementioned outputs above based on the provided templates, making use of relevant literature, statistical data and an analysis of the qualitative data gathered in the course of expert interviews.
  • Conduct desk research and collect data and information on the migration situation and relevant cross-cutting issues in the selected city.
  • Meet and coordinate with the Focal Point and members of the CSG.
  • Conduct a comprehensive City Stakeholder Mapping.
  • Conduct semi-structured interviews with members of the CSG, partly but not exclusively together with the international expert and a Project Team Member
  • Draft a brief interview protocol followed by a detailed report for each interview conducted.
  • Coordinate with the City Focal Point, the CSG and the project team and keep them informed on the progress of research and the relations with the different local stakeholders.
  • Take an active role in preparing and coordinating a workshop and policy debate with the CSG in the course of the project, and moderate discussions taking place in the framework of the event.
  • Draft an outline of the City Priority Paper on the selected city analysing priorities and policy options to address them and share it with the City Focal Point and project team for review.
  • Receive input on the City Priority Paper from the City Stakeholder Group and finalise the document accordingly.
  • Take an active role in preparing and coordinating a CSG workshop to discuss, adapt and adopt the draft City Priority Paper

Support for parallel City Migration Profiles

  • The Local Expert will be responsible for cross-checking and supporting the drafting of a Profile and Priority Paper for another assigned city via a peer-review process coordinate by the project team.
  • Complete an online survey prepared by UN-Habitat with information and data about the migration situation in the selected city. This will provide a homogenous approach to the finalization of the Migration Profile.

TIMEFRAME

The assignment will be undertaken for an indicative time of 9 months, during the period of 1th March to 1st December 2019.

  • Thorough understanding of the dynamics of the human settlements sector in the Mediterranean context, including the constraints confronted by migrants to access services and rights in cities.
  • Excellent analytical skills and strong skills in drafting analytical reports and case studies.
  • Advanced knowledge of research and policy issues in the field of migration at the local level in city x, and secondly at the national and international level.
  • Sound knowledge of selected city, including the local relevant stakeholders.
  • Good knowledge of another or several cities from the list above will be considered an advantage.
  • Solid interpersonal skills and ability to work in an intercultural team setting.

EDUCATION

  • Advanced university degree in social sciences or related fields (including political science, sociology, anthropology, global or migration studies, local governance, urban management, public policy).

WORK EXPERIENCE

  • Minimum 5 years of relevant professional experience, including empirical research experience and qualitative data analysis.
  • Demonstrated level experience on consultancies in this area.

LANGUAGE SKILLS

  • English and French are the working languages of the United Nations. For the consultancies advertised, excellent written and verbal communication skills in English, and ability to articulate complex ideas in a clear and accurate manner is required.
  • Oral and written communication skills in the local language (Arabic and French) are considered an advantage.

REPORTING:

The consultant will report to the Leader of the Housing Unit and the project team.

REMUNERATION

A lump sum fee rate will be determined by functions performed and experience of the consultant, and outputs will be paid according to an agreed schedule.
