Brief Background of the Project 

The Global Land Tool Network (GLTN), as facilitated by UN-Habitat, is an alliance of international, regional, and national partners working together to “securing land and property rights for all” through the development of pro-poor and gender responsive land tools and approaches within the continuum of land rights framework. It supports the implementation of the Sustainable Development Goals (SDGs) and the New Urban Agenda. GLTN is collaborating with its implementing partners, to further develop and validate land tools through country-level interventions, while also strengthening its global normative impact through experiences and lessons learnt. Accordingly, GLTN aims to document and disseminate hands-on applications of the Valuation of Unregistered Land (VUL) methodology, strengthen country-level expertise in Fit-for-Purpose Land Administration (FFP LA) and empower young surveyors as catalysts for land governance reform through the Volunteer Community Surveyor Program (VCSP).

Previous GLTN interventions have laid the groundwork across three interconnected streams. First, this has included championing VUL by convening regional and global workshops, translating the 

2021 VUL Practice Manual into French and Spanish, and engaging with bodies like RICS, IAIA and IGAD to explore practical valuation challenges for unregistered, tribal and communal lands. Second, through VCSP, GLTN scaled in-country deployments of young surveyors - integrating humanitarian-focused surveying with GLTN country partners - and bolstered technical know-how through Wisdom Workshops, online trainings and an FIG publication on the role of young surveyors in contributing to sustainable land governance. Third, GLTN piloted a FFP land administration framework in Katsina State, Nigeria, by mapping stakeholders, delivering multiple capacity development sessions, validating draft guidelines with government and community actors and establishing a permanent FFP secretariat.

Some of the key achievements from these interventions include six VUL learning events that reached over 200 valuation and land professionals and the translation of the VUL Practice Manual into French and Spanish. Through VCSP, 23 young surveyors were mobilized across Kenya, Uganda, Namibia and the Philippines; four hybrid Wisdom Workshops engaged more than 100 participants; and an FIG publication documented volunteer deployments, program evolution and impact assessments. In Nigeria, the FFP LA pilot secured high-level endorsement from the Katsina Ministry of Lands, trained over 90 stakeholders—including community leaders and women’s groups, validated a draft state land framework, and charted a roadmap for scaling FFP into Sokoto and Jigawa States.

Building on the momentum of recent interventions, this call for proposal aims to consolidate prior achievements while contributing more broadly to the realization of GLTN’s 2018–2030 vision and mission. The project is anchored on three key objectives:

  1. Enhance knowledge and capacity for the practical application of VUL guidelines in a developing country context.

  2. Increase awareness and support the development and implementation of FFP LA framework in Nigeria.

  3. Strengthen the role of Young Surveyors in advancing climate-resilient tenure security through innovation and field-based solutions.

Main Outputs and Activities

In close collaboration with the Land, Housing and Shelter Section of UN-Habitat, the implementing partner will be undertaking the following key interventions and activities:

  1. Documentation on Valuation of Unregistered Land 

  • Conduct a desk review and legal analysis of land valuation and acquisition frameworks in the context of a developing country.

  • Undertake field research and stakeholder interviews in selected groups involved in land valuation.

  • Facilitate participatory workshops to validate findings and co-develop practical policy recommendations.

  1. Fit for Purpose Land Administration in Nigeria

  • Conduct stakeholder sensitization meetings with government officials of at least one state in Nigeria on Fit-for-Purpose land administration.

  • Undertake feasibility studies of existing administrative, legal, and spatial frameworks to support FFP implementation.

  • Prepare and submit a comprehensive report outlining recommendations and stakeholder commitments.

  1. Strengthen the Role of Young Surveyors in Advancing Climate-Resilient Tenure Security  through VCSP

  • Conduct Hackathon where young surveyors are able to provide an innovative software application aligning with the GLTN goal and addresses climate and land administration cases.

  • Conduct wisdom workshops that connect local knowledge with global perspectives.

  • Participatory mapping of climate-induced risks and land tenure vulnerabilities in selected communities, strengthening data-driven, climate-responsive land governance solutions in a developing country context.

Submission of Technical and Financial Proposal

A technical proposal should be submitted presenting a detailed discussion of how the organization understands the context of the activities, a proposed methodology and technical approach to the activities, risk analysis and mitigation strategies, capacity of the organization and proposed workplan and timeline of each deliverable (10 pages max). A budget proposal should accompany the technical proposal which include the proposed budget per output/activity per different expense class or budget categories and estimated cash and/or in-kind contribution from implementing partners. A template is available as a guide upon request.
