This report examines one of the main innovations and trends in community-based housing finance initiatives - the Community Mortgage Programme in Philippines. The programme was launched in 1988 and has evolved into a flagship programme of the Philippines government in low income housing. This report presents the details of the Community Mortgage Programme, assesses its performance as a housing finance programme for the poor and examines the implementation problems. It also discusses the replicability of the Community Mortgage Programme in other countries facing the similar housing problems.
