Purpose of CFP: This CFP seeks to identify a suitable local non-governmental organization (NGO) or community based organization (CBO) as an implementing partner that will support “The GoBlue Project Result Area 2: Connecting People, Cities and the Ocean: Innovative Land-Sea Planning and Management for a Sustainable and Resilient Kenyan Coast” to mobilize and effectively engage local coastal communities, residents and neighbourhood associations in the project implementation as part of the stakeholder participation initiatives.

Brief Background of the Project

The GoBlue Project Result Area 2: Connecting People, Cities and the Ocean: Innovative Land-Sea Planning and Management for a Sustainable and Resilient Kenyan Coast is implemented by UN-Habitat and UNEP through an Agreement signed between the EU and UN-Habitat (on behalf of both UNEP and UN Habitat) on 26 December 2020. The Project aims at enhancing land-sea planning and management by addressing key socio-economic and environmental challenges while stimulating benefits from the blue economy. Specific objectives of the project include: developing an integrated, ecosystem-based land-sea planning framework that guides all other spatial planning and management activities for sustainable use and conservation of the blue economy in Kenya’s 6 coastal counties - Mombasa, Kwale, Kilifi, Lamu, Taita Taveta and Tana River - under the coast regional economic block (JKP); enhancing technical and human capacity for integrated, ecosystem-based land-sea planning and management through capacity building interventions; and the implementation of pilot project activities in selected urban areas and communities of the six counties. Through these activities, the Project lays the basis of and contributes to a sustainable blue economy in Kenya.
The Project is currently under implementation across the 6 coastal counties and has acknowledged that the role of local coastal communities as well as residents and neighbourhood associations is key in the implementation of the various project activities.
Main activities and outputs
Through activities such as capacity building workshops, stakeholder consultation series, consultative construction and upgrading of public space facilities and participatory design sessions, the Project will engage a local communities, residents and neighbourhood associations to be part of specific tasks – through an implementing partner that will be closely supervised by the ROAF and in collaboration with Planning, Economy and Finance Section (PFES) of UN-Habitat as follows (but not limited to):
Activities
- Conducting a stakeholders mapping exercise, in consultation with the Physical Planning Officers of Hola and Kilifi Municipalities, and identifying key stakeholders to participate in the preparation of the Hola Integrated Strategic Urban Development Plan (ISUDP) and the Kilifi Neighborhood Plan
- Facilitating procurement of workshop venues within Hola Municipality and conducting & facilitating workshops and participatory sessions with identified stakeholders as part of the preparation of the Hola Integrated Strategic Urban Development Plan (ISUDP)
- Facilitating procurement of workshop venues within Kilifi Municipality and conducting & facilitating workshops and participatory sessions with identified stakeholders as part of the preparation of the Kilifi Neighbourhood Plan
- Conducting and facilitating a series of capacity building sessions for local county officials and neighbourhood associations focusing on implementation of the land-sea planning framework and guidelines that will be provided by UN-Habitat. (Venues to be identified, selected and procured in Hola, Mwatate, Mombasa, Lamu, Kilifi and Kwale)
- Supporting establishment of a citizen engagement digital platform for Mombasa city and Kilifi municipality for enhancing active participation and involvement of neighbourhood associations and local communities in the implementation of urban development plans
- Constructing, in a participatory and sustainable manner and in consultation with local communities, two (2) public spaces at selected sites within Mombasa City and Kilifi Municipality (including setting up street furniture and related installations and or facilities as indicated in the UN-Habitat approved drawings, plans and designs that will be provided to the implementing partner.
