Building Participatory Accountability Systems for City Policies - Handbook

Cities around the world are reacting quickly to the challenges arising from rapid urbanization. The way they respond is critical to mitigate the impact and leverage the opportunities of rapid urbanization. To truly leave no one behind, and achieve inclusive and sustainable development, we must promote the voice of citizens as a vital and powerful source of information and solutions for the city.

The Handbook for “Building Participatory Accountability Systems for City Policies” offers guidance on how to develop urban projects and interventions through a participatory and consultative approach with city stakeholders, while allowing for flexibility to tailor interventions to the specific needs of individual cities and regions.

The tools and methodologies presented in the Handbook are designed based on the experiences and lessons learned from the project "Accountability Systems for Measuring, Monitoring and Reporting on Sustainable City Policies in Latin America", which was implemented in six Latin American cities (Chimbote and Trujillo in Peru, Tarija and La Paz in Bolivia, Rio de Janeiro and Niterói in Brazil).

The main purpose of the Handbook is to inspire and guide the engagement of citizens in public consultations, policymaking and project implementation. We invite readers to explore this resource further to enhance their pursuit to achieve more resilient, sustainable and inclusive cities in line with Sustainable Development Goal 11 and the New Urban Agenda.
