Biyu Wan is the Director-General and Chief Scientist of Smart City Joint Labs. He studied in Japan and his doctorate degree is from Kobe University. He was also awarded the Grants-in-Aid for Young Scientists (B) by the Japanese Ministry of Education.
He is the Vice-Chair and Chairperson of multiple working groups at the International Organization for Standardization on topics related to smart community infrastructure as well as convenor of a working group on the electrotechnical aspects of smart cities at the International Electrotechnical Commission. He is involved as an expert in the ISO and IEC Joint Technical Committee (JTC 1) for information technology as well as at the International Telecommunication Union. Biyu Wan has led more 12 international standards for smart cities, more than 50 smart city projects in China, and published more than 100 papers as well as compiled 12 books.
He is a Chinese leader of the EU Horizon 2020 URBINAT project, expert on engineering for the 2022 winter Olympics in Beijing, and annual project expert for the National Natural Science Foundation. He is an adjunct professor at the Beijing University of Posts and Telecommunications and affiliated with Renmin University, Ritsumeikan University, the Chinese University of Hong Kong, and the City University of Macau.
