Ya sea por la expansión horizontal, la urbanización dispersa o la peri-urbanización, la extensión física de las áreas urbanas está creciendo mucho más rápido que su población, por lo que consume más suelo para el desarrollo urbano. Esos fenómenos han hecho que muchas ciudades crezcan más allá de los límites de su municipio central o límites “propios de la ciudad”, configurando metrópolis más grandes y densas. Esta es una tendencia aún presente en todas las regiones del mundo y que afecta a ciudades de todo tipo y tamaño, desde megaciudades hasta ciudades intermedias e incluso pueblos pequeños. Sin embargo, la mayoría de las metrópolis del mundo no se gestionan de forma diferenciada, es decir, no cuentan con un plan ni con una institución metropolitanos, configurando una brecha global de gestión metropolitana. Adicionalmente, los sistemas de gestión metropolitana existentes están actualmente desequilibrados. Si bien varias metrópolis han avanzado en sus arreglos de gobernanza e instrumentos de planificación, los mecanismos de financiación tanto para implementar proyectos con impacto metropolitano como para mantener las instituciones metropolitanas funcionando correctamente, están muy relegados. Por su parte, las políticas y los marcos legales metropolitanos están surgiendo en muchas partes del mundo. Este Folleto presenta los hallazgos preliminares y los mensajes clave de la evaluación de la gestión metropolitana realizada a una Muestra Global de Metrópolis definida y analizada conjuntamente por ONU-Habitat y autoridades y expertos metropolitanos entre 2019 y 2022.
