Smart Cities Mission, India: Localizing Sustainable Development Goals | 2023 | In this report, the transformation of 100 cities across India as part of Smart Cities Mission (SCM) is examined through the lens of SDGs. The mission has reached the lives of more than 100 million urban dwellers in India. The 100 Smart Cities are representative of India’s urban geography. SCM offers a unique scale for SDG localization: the mission has undertaken over 7,800 projects across 100 cities since its inception in 2015 and directed an investment of over USD 22 billion. SDGs have remained an integral part of mission management and reporting since the early phase of SCM. |
Shanghai Manual: A Guide for Sustainable Urban Development in the 21st Century - 2023 Annual Report | 2023 | The Shanghai Manual was established in 2011 following the 2010 World Expo in Shanghai and serves as a tool to support the efforts of mayors and urban practitioners in advancing sustainable urban development. The ideas and principles of the 2030 Agenda for Sustainable Development and New Urban Agenda have been integrated into the Manual, with a focus on challenges such as how to achieve inclusive and liveable cities, innovative and creative cities and sustainable and resilient cities. Using exemplary urban best practices, the Shanghai Manual 2023 Annual Report provides practical solutions and policy suggestion to help cities navigate pressing urbanization challenges, demonstrating best practices across the core dimensions of economy, society, environment, culture, and governance. The Manual also highlights the importance of financing for sustainable urban development. The Manual highlights the potential of cities in leveraging social capital and enhancing inclusive community development, stimulating productive and thriving economies via diversified financing and sustainable economic development, bolstering resilience to climate change and disasters and transition to green, ecological models. In addition, it highlights urban practices that promote a culture of innovation and urban heritage, and which drive cross-regional governance for multi-dimensional shared cities. The Manual has been developed in partnership between UN-Habitat, the Bureau International des Expositions, and the Shanghai Municipal People’s Government with the support of the Ministry of Housing and Urban-Rural Development of the People’s Republic of China. |
Integrating health in urban and territorial planning: A sourcebook for urban leaders, health and planning professionals | 2023 | This sourcebook identifies a comprehensive selection of existing resources and tools to support the incorporation of health into UTP, including advocacy frameworks, entry points and guidance, as well as tools and illustrative case studies. It does not provide prescriptions for specific scenarios – these should be determined by context, people and available resources. |

Policy Legislation and Governance Section Annual Report 2022 | 2023 | This is the third edition of UN-Habitat’s Policy, Legislation and Governance Section Annual Report. The report demonstrates the Section’s position within UN-Habitat’s strategic context, and also links this area of work to the Sustainable Development Goals (SDGs) and the New Urban Agenda. The report provides insights into our initiatives and collaborative efforts with all our partners, and presents progress made and results achieved in 2022. It presents these achievements along four focus areas: Country Activities (projects); Normative tools and knowledge products; Capacity development and; Advocacy. The PLGS annual reporting has streamlined and made the section’s work more accessible, providing a coordinated approach to responding to requests for inputs both internally and externally. The 2020 and 2021 reports have demonstrated a clear connection of the section’s projects and programmes to the overall Organization mandate of promoting sustainable urban development. The 2022 report advances this by doing three things: highlights the progress made and results achieved; reviews the trends; and points out connecting milestones since 2020 when the reporting process began. |

Urban–Rural Linkages For Sustainable Territorial Development: Addressing Urban Transition In The NENA Region | 2023 | This paper was initially the input from the United Nations Human Settlements Programme (UN-Habitat) Policy, Governance and Legislation Section to The State of Land and Water Resources for Food and Agriculture, prepared by the Food and Agriculture Organization of the United Nations (FAO) office for the Near East and North Africa (NENA). This background paper was meant to contribute to the chapter on “Territorial governance and the urban-rural interface” prepared by FAO. However, its preparation confirmed the importance for both UN-Habitat and FAO of urban–rural linkages for territorial development – which go beyond land and water dimensions, stricto sensu – and evidenced the challenges related with embarking on an emerging issue, such as limited evidence and lack of institutional ownership. It is therefore suggested that the paper could provide a basis for future inter-agency collaboration. The paper aims to draw attention to the need for some degree of re-localization of development strategies for sustainable development and bridging the current urban–rural divide. |
