Purpose of CFP: Promoting integration of host and refugee communities is a part of UN-Habitat’s engagement in planning the development of Kalobeyei settlement. To this regard, an implementing partner is sought to gather data on inclusivity and access to existing public spaces and implement a participatory construction of a priority public space in Kalobeyei for use by both host and refugee communities.

Brief Background of the Project

UN-Habitat’s work has been instrumental in promoting good practices for promoting integration between refugee and host communities. In line with this mandate, UN-Habitat has been supporting member states including Kenya in developing well-planned and efficient human settlements, with adequate access to housing, infrastructure, and universal access to employment and basic services such as water, energy, and sanitation. 
In 2016, UN-Habitat partnered with UNHCR and Turkana County Government to prepare an integrated spatial development framework including a spatial plan for Kalobeyei Settlement that would reduce conflict and promote social cohesion among communities. UN-Habitat was engaged in designing to address host community stabilization and development including addressing the continued influx of refugee and host communities or risk of unplanned growth around the settlement which could undermine long-term sustainability imperatives which would bring about land-conflict issues between refugee and host communities.

The purpose of this call is to provide evidence on access and inclusivity of existing public spaces in Kalobeyei in light of COVID-19 and establish existing gaps and opportunities. This data will be used to inform design and development OR maintenance of public spaces thereby promoting inclusive access and strengthening host-refugee community integration.

Main activities and outputs

The primary components of this project include: (ⅰ) Conducting a settlement wide survey on inclusivity and accessibility of public spaces by host and refugee members (ii)Preparing a participatory design strategy for a new public space OR a maintenance strategy for an existing public space, to promote accessible and inclusive public spaces and (iii) Implementation of a participatory construction of a public space, OR maintenance exercise for an existing public space in Kalobeyei.

The implementing partner will undertake main activities as follows, but not limited to:

  • Carry out a comprehensive survey including, Focus Group Discussions (FGD), Key Informant Interviews (KII), mapping and accessibility analysis of existing public spaces for user populations (youth, children, women, elderly populations, persons with disabilities) within and around Kalobeyei settlement.
  • Conduct an analysis of the survey results, establish gaps and opportunities comparing with global best practices, and provide a comprehensive report on the findings. 
  • Develop practical designs and drawings for a new public space and /OR rehabilitation/maintenance strategies for existing public spaces to enhance access and inclusivity in the COVID-19 pandemic context.
  • Conduct a survey on the existing construction and maintenance skills within the host and refugee community of Kalobeyei.
  • Provide technical training for host and refugee members to bridge skill gaps as identified.
  • Carry out a participatory construction of a public space, OR maintenance of existing public spaces in Kalobeyei as applicable.
  • Ensure close collaboration with UN-Habitat office to align the implementation process with UN-Habitat approaches and to facilitate community participation in all aspects of the project.
  • Develop a final detailed project report capturing the developed strategy, implementation OR maintenance process undertaken of the public spaces, technical trainings utilized for the project.
  • Provide logistical support necessary to implement the project,
