Purpose of CFP: Promoting integration of host and refugee communities is a part of UN-Habitat’s engagement in planning the development of Kalobeyei settlement. To this regard, an implementing partner is sought to gather data on access to basic infrastructure and implement community led rehabilitation of basic infrastructure for both host and refugee communities.

Brief Background of the Project
UN-Habitat’s work has been instrumental in promoting good practices for promoting integration between refugee and host communities. In line with this mandate, UN-Habitat has been supporting member states including Kenya in developing well-planned and efficient human settlements, with adequate access to housing, infrastructure, and universal access to employment and basic services such as water, energy, and sanitation.
In 2016, UN-Habitat partnered with UNHCR and Turkana County Government to prepare an integrated spatial development framework including a spatial plan for Kalobeyei Settlement that would reduce conflict and promote social cohesion among communities. UN-Habitat was engaged in designing to address host community stabilization and development including addressing the continued influx of refugee and host communities or risk of unplanned growth around the settlement which could undermine long-term sustainability imperatives which would bring about land-conflict issues between refugee and host communities.
The purpose of this call is to provide data and evidence-based knowledge on the existing access by host and refugee community members to basic infrastructure services in Kalobeyei in light of COVID-19. This data will be used to inform community-led rehabilitation and maintenance processes of key basic infrastructure thereby promoting inclusive access and strengthening host-refugee community integration.
Main activities and outputs
The primary components of this project include: (ⅰ) Conducting a settlement wide survey on access to basic infrastructure (ii) Implementation of construction training of community members on rehabilitation and maintenance of basic infrastructure and (iii) Implementation of a community led rehabilitation of basic infrastructures to enhance access for the host and refugee community.
The implementing partner will undertake main activities as follows, but not limited to:
- Carry out a comprehensive settlement-wide survey including household surveys, Focus Group Discussions (FGD), Key Informant Interviews (KII), mapping and accessibility analysis of basic infrastructure within and around Kalobeyei settlement.
- Conduct an analysis of the survey results and provide a comprehensive report on the findings.
- Provide practical Rehabilitation and maintenance strategies for identified key basic infrastructure based on the survey findings, incorporating related case studies and global best practices.
- Conduct technical trainings on the long-term and sustainable maintenance of basic infrastructure, targeting host and refugee community members.
- Implement a Community-led maintenance activity of priority basic infrastructures.
- Produce a comprehensive report of the basic infrastructure rehabilitation/maintenance process including the results of the technical trainings and implementation of the maintenance, also including recommendations on future maintenance processes.
- Carry out road rehabilitation to improve transportation and mobility access. Produce a comprehensive report detailing the steps and strategies taken.
- Install thermography scanner cameras in two public facilities within the settlement to promote safe access.
- Conduct community sensitization meetings with host and refugee community members to promote inclusive access and integration.
- Ensure close collaboration with UN-Habitat office to align the implementation process with UN-Habitat approaches and to facilitate community participation in all aspects of the project.
- Provide logistical support necessary to implement the project.
