Purpose of CFP: Since COVID-19 was first reported in Kenya in early 2020, UN-Habitat has been providing support to host and refugee communities living in and around Kalobeyei Integrated Settlement in Turkana County. To this regard, an implementation partner is sought to support in building COVID-19 resilience by supporting access to basic infrastructure through shelter provision.

Brief Background of the Project

UN-Habitat’s work has been instrumental in promoting good practices for promoting integration between refugee and host communities. In line with this mandate, UN-Habitat has been supporting member states including Kenya in developing well-planned and efficient human settlements, with adequate access to housing, infrastructure, and universal access to employment and basic services such as water, energy, and sanitation. 
In 2016, UN-Habitat partnered with UNHCR and Turkana County Government to prepare an integrated spatial development framework including a spatial plan for Kalobeyei Settlement that would reduce conflict and promote social cohesion among communities. UN-Habitat was engaged in designing to address host community stabilization and development including addressing the continued influx of refugee and host communities or risk of unplanned growth around the settlement which could undermine long-term sustainability imperatives which would bring about land-conflict issues between refugee and host communities.

Additionally, UN-Habitat has been providing support to host and refugee communities living in and around Kalobeyei Integrated Settlement in Turkana County since COVID-19 was first reported in Kenya.

The purpose of this call is to partner with an implementing partner to design and construct improved and locally adaptable shelters in a bid to reduce the housing deficit and prevent future congestion of existing shelter units. This will boost compliance with set COVID-19 regulations and build resilience among the communities of Kalobeyei.

Main activities and outputs

The primary components of this project include: (ⅰ) Conducting an adequacy assessment of the existing shelters with regards to design, functionality and quantity. (ii) Implementation of a participatory construction of priority shelter units (iii) Implementation of strategies for self-maintenance of the shelters by the users.

The implementing partner will undertake main activities as follows, but not limited to:

  • Plan and implement a shelter needs assessment across different user groups including elderly persons, people with disabilities and special needs, women etc.
  • Plan and implement a collaborative assessment to establish possible areas of improvement to shelter design and construction.
  • Prepare an inception report based on the assessment findings and including recommendations of suitable global and regional best practices.
  • Implement a participatory process to provide design and construction improvements where needed, building on existing shelter designs and typologies.
  • Implement a participatory construction exercise to develop priority shelter taking into consideration special user groups (abovementioned and more) to build COVID-19 resilience.
  • Work closely with the user communities (refugee and host community members) to impart basic shelter maintenance skills.
  • Work closely with UN-Habitat to conduct regular stakeholders’ validation and consultation meetings throughout the project process.  
  • Ensure close collaboration with UN-Habitat office to align the implementation process with UN-Habitat approaches and to facilitate community participation in all aspects of the project.
  • Prepare a detailed report on design and construction recommendations of the priority shelters, including maintenance processes, which can be shared with a global audience and also utilized within the host and refugee community.
  • Provide logistical support necessary to implement the project.
