Promoting policies, plans and strategies that contribute to the mitigation of and adaptation to climate change
The Programme aims to improved policy dialogue on the urban dimension of climate change in global fora, as well as by national, regional and local authorities. It also aims to strengthened capacity of partner city, regional and national authorities to develop policies and strategies that contribute to the mitigation of an adaptation to climate change, primarily in developing countries. The Programme is building on its recent work on ‘Guiding Principles for City Climate Action Planning’ to achieve Target 11.b.

In partnership with UNEP and ESCAP, UN-Habitat has assisted 14 cities develop vulnerability assessments and some to develop climate action plans
