This publication features challenges, strategies and tools for increasing poor people’s access to secure land and natural resources in countries in East and Southern Africa where land and natural resource initiatives have been implemented by governments, civil society, the private sector and other  developmental organizations.

The challenges to tenure security in both urban and rural areas are not only large, but they are increasing due to the different types of pressures making land more and more scarce. There is growing acceptance that only by recognizing and supporting a continuum of land rights, can tenure security be reached for all people in an inclusive way.

This publication identifies, documents and analyses customary tenure security tools that are developed and/or delivered through customary governance systems, either as part of a statutory system, at the community level, or as a partnership between community and government structures or outside partners.

This booklet and the planning process described is a starting point for guiding further long-term development initiatives like the Mogadishu Spatial Strategic Plan Plan and to apply tools for land management and balanced area development.
