This document explains and provides guidance on how a permanent National Urban Forum can facilitate and support the National Urban Policy process. It highlights the benefits brought about by a permanent National Urban Forum, such as the creation of a policy feedback loop; the mainstreaming of participatory practices; and grounding policy in direct action and concrete interventions. It also illustrates these mechanisms through the case study of the National Urban Forum and National Urban Policy of Liberia. Finally, it details what specific role the National Urban Forum can fulfill for each phase of the National Urban Policy Process, successively building public awareness and ownership; identifying key stakeholders and their interests to engage them in the process; verifying the policy diagnosis and proposals and building concrete support; ensuring an effective division of responsibilities and roles; and building capacity for implementation among stakeholders ; maintaining a constant dialogue on evaluation and monitoring; and reaffirming the commitment to a National Urban Policy.
