Ministerial Meeting(s) on Urbanization and Climate Change at COP29 - Summary Report

This report captures the outcomes of the third Ministerial Meeting on Urbanization and Climate Change, held at COP29 in Baku, where more than 1,000 participants considered how cooperation across levels of government and sectors can support climate action in cities. The meeting brought together over 50 ministers and high-level representatives to share national and local experiences, policy approaches and financing solutions.

The report highlights opportunities to strengthen connections between national and local climate strategies, improve cities’ access to finance, and advance work on low-carbon buildings, sustainable transport, nature, health, food systems and equitable urban resilience. It notes that 27 per cent of nationally determined contributions prioritize urban issues, alongside a substantial shortfall in finance for urban climate action.

Organized around the high-level opening and four thematic roundtables, the report presents ministerial perspectives, country examples and key COP29 outcomes, including the MAP Declaration and the Baku Continuity Coalition. It provides a record of discussions and commitments that can inform continuing work through COP30, WUF13 and the SURGe initiative on inclusive, climate-resilient urban development.
