Enhancing Resilience through Integrated Spatial and Investment Planning

Advancing Resilience and Sustainable Development in Naryn 

Situated along the Naryn River and  in Kyrgyzstan, the mountainous town of Naryn is navigating a pivotal moment in its development. While rich in cultural heritage and natural resources, the town faces pressing challenges such as environmental vulnerabilities, infrastructure deficits, and socio-economic disparities. To address these complexities, the UN-Habitat Urban Lab, in collaboration with local and international partners through the Naryn Urban Resilience Program, developed a comprehensive compendium of resources and frameworks to support sustainable, inclusive, and resilient urban growth. 

Adopting a collaborative and evidence-based approach, UN-Habitat designed spatial plans, investment strategies, and development guidelines tailored to Naryn’s unique context. These outputs aim to empower decision-makers and stakeholders with the tools needed to address current challenges and seize opportunities for growth. 

The compendium includes: 

Town Profile: A detailed analysis of Naryn’s spatial, environmental, legislative, social, and economic dimensions, offering an evidence-based foundation for informed decision-making. This is presented with a Legal Analysis of Kyrgyz Building Codes and Analysis of Kyrgyz Legislation using the UN-Habitat Urban Law and Climate Change Toolkit . 

Strategic Spatial Plan: Recommendations to tackle challenges such as inefficient land use and natural hazards while aligning with global frameworks like the Sustainable Development Goals and reflecting local priorities. 

Design Guidelines: Development concepts that balance sustainability with preserving Naryn’s cultural and natural heritage, fostering inclusivity, connectivity, and urban functionality. 

Capital Investment Plan: A prioritized list of strategic projects evaluated using a Multi-Criteria Framework to ensure efficient resource allocation and significant impact. 

Investment Cards: Concise, actionable project summaries designed to attract funding and partnerships, supporting implementation efforts. 

These outputs collectively enable Naryn and its stakeholders to: 

Build resilience to climate and disaster risks. 

Optimize land use and infrastructure investments for sustainable growth. 

Strengthen institutional capacity for urban planning and implementation. 

Foster economic opportunities and improve living conditions, particularly for vulnerable groups. 

Through systematic and targeted interventions, the Naryn Urban Resilience Program equips the town with a clear pathway to sustainable development. It exemplifies how strategic planning, collaboration, and locally tailored solutions can address complex urban challenges and drive meaningful transformation.
