The People-first Digital City Toolkit is an introductory guide for policy makers who want to know about digital city development and want to implement concrete policies, standards and pilot projects that can help them to leverage the power of digital technologies and the collective intelligence of people to tackle the urban, environmental and social challenges in their cities, while benefiting citizens at large.
The Digital City Policy Toolkit is an online guide for cities on digital rights and ethical standards, with examples and best practices of how cities should integrate the digital rights agenda and ethical standards, including data ethics and technology procurement principles in their policies, strategies, processes and projects.
This will be a Beta version of the Toolkit with the aim to turn this policy guide into a shared open source policy making and training platform for decision-makers and CIOs at municipal level and beyond to support the newly launched people-centred smart city program of UN-Habitat. The Toolkit is inspired by the BCN Digital City Ethical Standards developed by Francesca Bria, former CTO of the City of Barcelona.
