This is the second Policy, Legislation and Governance Section (PLGS) Annual report on the implementation of the Strategic Plan 2020-2025, reporting progress and achievements for the year 2021. This report demonstrates the Section’s catalytic role in implementing initiatives to contribute to UN-Habitat’s mandate as well as the Sustainable Development Goals and the New Urban Agenda.

In 2021, conflict, pandemic and climate emergencies continued to shape the challenges faced by human settlements. UN-Habitat was able to strengthen its efforts to help Member States to respond to new vulnerabilities and risks. Our normative guidance combined with demonstrated projects succeeded in creating conducive conditions for sustainable and inclusive recovery and resilience at the local level.

Launched in 2012, UN-Habitat’s Global Public Space Programme supports cities to take actions for safe, inclusive, and accessible public space for all. As a Programme, we promote the crucial role of green and quality public spaces in cities, acting as an enabler for social justice, prosperity, and environmental change. The Global Public Space Programme adopts an integrated and iterative approach for sustainable public space development and management.

UN-Habitat’s first Policy, Legislation and Governance (PLGS) Annual Report highlights the section’s implementation of the Strategic Plan 2020-2023 for 2020. The Annual Report features the section’s and its partners’ contributions and results realized across various key programmes and projects at the local, national, regional and global levels between November 2019 and the end of 2020.

This is UN-Habitat’s first annual progress report on the implementation of the strategic plan 2020-2023. The report sets out progress towards planned results against indicator targets for 2020.
