The Strategic Vision and Action Plan translates Farchana’s territorial diagnosis into a long-term development framework for 2040. It presents demographic and spatial projections, a shared territorial vision and strategies structured around five pillars: compact city, connected city, dynamic city, resilient and sustainable city, and inclusive and safe city. The publication includes investment plans, priority projects, financing mechanisms, urban programming and governance recommendations. It aims to guide public authorities, development partners and communities in managing urban growth, strengthening service delivery, improving mobility, supporting economic development, enhancing climate resilience and fostering social cohesion between host and refugee populations.
